describing the events in crimea actually what's happening crimea now is quite quiet it's just the opposite of what you hear in the echo chamber in the u.s. . no i mean there's certainly a legitimate concerns about the russian intervention but we're not talking about a full scale invasion with. places being by and large numbers of people being killed or anything like that if there is a. standard it is not unusual we've saw it in we've seen in the middle east we've seen it seen in central america so it's not surprising we'd see it in eastern europe as well so frankly i found both the western narrative and the russian counter narrative rather simplistic and missing the complex reality of ukraine today ok john the russian government hasn't used the term but right to protect do you think that's a political pull in this situation. well i'm a strong opponent of the notion of right to protect responsibility to protect i

believe that it does not exist in international law or at least that it's a legal basis is extremely thin and that by contrast there is a massive body of international law both customary treaty based and also in the form of judgments of the international court of justice which specifically rule out intervention judicial or military in the internal affairs of any state for any reason whatever and i'm a longstanding critic of the west's various invocations of this bogus principle in order to justify its wars of aggression however. russia has not as far as i'm aware invoked the responsibility to protect in the case of ukraine the legal situation in ukraine from a legal point of view is that the legitimate government was declared overthrown and that legitimate government or at least the legitimate president has requested

russian help to that extent the situation in ukraine is identical to the situation in mali where the government of mali requested help from france and it was given nobody has ever suggested that the intervention in mali is illegal and nor should that be the case for ukraine legally speaking eric if all of this started to terribly fall apart when there was the coup after the agreement on february twenty first i mean how culpable is the european union for what its happened since then because we really see collapse of state structures in ukraine hence one of the reasons why russia has decided to defend its interests and russian speakers and russian citizens in ukraine though i'd like to point out now one troop other than what was already legally station in crimea has gone to ukraine at this point in time. well you're asking the question of culpability and quite frankly the united states and the nato powers more broadly are entirely culpable for pretty much

everything that we've seen happening in kiev from the very beginning of this conflict from their bogus what i would call blackmailing deal c.-h. an agreement that they proposed to the un a covert government to the covert funding and manipulation of the so-called opposition as we saw with the infamous victoria nuland phone call to the recognition of what is undoubtedly an illegal government so-called government i would call it a putsch government that exists in kiev now all of this is absolutely the responsibility of the western powers and quite frankly the fact that they're recognizing this illegal occupying force in the in the cranium parliament is of course indicative of the fact that their policy continues to be a policy of nato expansion a policy of eastward expansion by nato to the doorstep of russia and it is understood i think by many in russia as an aggressive policy that ukraine is really

a secondary issue to them what is primary in terms of their interests is to continue to expand nato and to seize the ever so important that is the russian black sea fleet and i think that when you're talking about russian interests in ukraine it is not only a humanitarian interest of that is certainly part of it it is a strategic interest a political interest and certainly a cultural one there is a religious dimension here that we have to be aware of of course the east of ukraine is very much identified with the russian orthodox church and the moscow patriarchate so to say that somehow ukraine and ukrainian sovereignty is the only issue and the supreme issue here i think it's a distortion of the real situation you know stephen and president putin today had a very long press conference and he's made it very clear that russia is not interested in any kind of carrot. an explanation of any part of ukraine recognizing its sovereignty here again you know we have international law here and we have

secretary kerry dealing with a government that is clearly illegal in care of i mean is this going to be a cascade of more and more mistakes here because if the deal that was the deal that was presented for february twenty first was a pretty good deal for everybody involved ok do you think there's any possibility that we go back to that because russia was there a member of a russian official was there when it was agreed to us and russia in a way is a guarantor to that agreement this is the way to go we have to go back before we go forward. i'm afraid the coach basically lost his legitimacy by sending out the ciphers to to kill large numbers of people along with the repression and corruption again this doesn't mean that the new new government is necessarily legitimate either but i must challenge that this is some kind of western plot i mean certainly the west is trying to exert its influence in the

region just as russia is trying to do to keep its closest or ties away with the country and then there is the international intrigue but to say that the that. and there's no denying of course groups like the national downer for democracy and others funded some of the opposition groups but to say that this is the responsibility or the united states created this and that's a silly is the rhetoric in the cold war that because the soviets might have sent some arms to some third world national liberation struggle that therefore is reagan said moscow had a hit list in central america that was a causing these revolutions to happen the that the bulk of the uprising was was indigenous and included everybody from the liberals to fascist they had their own grievances they had their own agenda and we may have three or not agree with some of them but to say that this was some somehow they had to deny agency to the people

a state of incipient civil war in ukraine and as a result of that the collapse of the ukrainian state there are plenty of historical parallels one could make one of them that comes to mind is the collapse of the soviet union itself which simply fragmented into different constituent parts another comparison that one can draw which is more topical is perhaps with afghanistan where the powers in the regions of afghanistan in the regional cities of afghanistan really take no pay no attention at all to what happens in kabul and i think that ukraine is evolving now towards that kind of situation evolving is not the right word it's collapsing into that kind of situation eric you know i was brought up with a saying that if you break it you own it it seems to me that we had before all of this crisis was over russia did make a very good deal with the government will give them a government like to point out in giving some loan guarantees and now mr kerry says he's going to give one billion dollars in loan guarantees well russia had offered

fifteen billion and it most economists think it's going to be thirty sixty billion over the next two years you break it you own it. there's no doubt about it and quite frankly the economic situation is is particularly interesting considering the fact that whatever rescue deal is going to be offered to ukraine now that the pro european forces have taken control it's going to be the standard i.m.f. neo liberal exploitative deal with all of the usual strings attached including austerity and the driving down of wages and the slashing of subsidies and all of the rest of it so that is supposedly what is going to save ukraine when as you point out before this happened there was a deal on the table and quite frankly the russians were particularly interested in allowing ukraine to deal with both sides that is to have relations with the european union economic relations but that those relations should not be to the exclusion of russia that is to say a tripartite economic situation that would have been mutually beneficial that was

of course the ideal for ukraine but naturally the association agreement that the european union offered was really a exclusivity deal that is to say it was designed for political purposes to exclude russia from the economic and political process in ukraine and moreover i would just add that when they're talking about saving ukraine they're going to have to destroy ukraine in order to save it according to their terms and i would pose one other historical example libya is a good example of a state that was destroyed by the west through their overthrow through their support of forces that overthrew a legally recognized government and where is libya today three years after the so-called intervention the nation doesn't exist as it once did it is broken down into three or four or five different regions with warring tribes warring clans and so forth you break it you buy it is certainly an apt expression stephen how would you react to that because you know again they would crane was was that

a crisis point and you know compared to what it was a few weeks ago would be wonderful to go back a few weeks ago now it's bad. clearly the. vast majority of ukrainians don't want to be dominated economically or otherwise by russia or the west there's a strong sense of nationalism in that country which is quite understandable after. they have centuries of subjugation under the russian empire than and then the soviet union but you know the trout i think unfortunately with a lot of these. loans is as as previous speaker mentioned you know you get into these i.m.f. type structural adjustments and and the people who are you know really don't have control of their economy anymore the problem though is that people don't have control over their economy now because. under both both sides in this ongoing struggle we've seen in. ukraine for the past decade you have

oligarchy you have crony capitalists you have corrupt government officials i mean on a code which was it was incredibly corrupt but so are a number of the political figures that are rising to the fore in the new government and i think really the for the key both politically and economically is to strengthen civil society try to get the people themselves to be able to determine their own your teacher and not be pawns in the some of this kind of a great power game with this john that this is a very interesting point agree with stephen on this one is that you know empower civil society needs to be empowered but people in the east in the south might say yeah you know we do all the work we do all the exports you know we're the ones that pay money to the coffers of the state you know we do everything western ukraine doesn't do much for this country so that civil society there decide where they want to go and i'm not saying the break up of the queen in state no not at all some more federalized. totally disagree that civil society should play any role

at all civil society has been massively abused as a concept particularly by the west there are hundreds of n.g.o.s all over ukraine which are funded by the ne d. and by other western bodies know what ukraine needs is stronger political institutions that need stronger political parties those somehow need to be put back together it's very difficult to see how that can be done now at the national level because as i say the state is it is in a state of meltdown or in a state of civil war if you prefer and yes i think federalism and referendums called for a referendum i called for a referendum on the specific european issue at the beginning of the crisis the opposition incidentally never did that because it feared it might lose and also because it wanted to use the european issue as a lever to gain power but yes federalism is the way forward and frankly i think actually that is what will happen it's interesting as you say if mr putin this morning said that he didn't want the breakup of ukraine i think that may well be the russian position i think the breakup of ukraine is

a very dangerous proposition and i suspect one outcome obviously i can't predict the future evolution of events because they will you know have their own dynamic but i think that one possible outcome and in some ways i think is the least bad one would be for the status quo to remain on paper that is to say for the state to remain intact on paper but indeed for the regional autonomy as in crimea and elsewhere to develop as facts on the ground without necessarily there being a breakup of the state erica how do you react to that because that's exactly what is happening right now the facts on the ground dictate we have people in different regions are not listening to care anymore because of the odious political flavor in care of right now which again i find it astounding that western media doesn't like to talk too much about this see these are the people mr kerry are meeting with today by the way. well that's absolutely right and we should point out that there's a very clear reason why the russian flag is flying over the state buildings throughout many different regions outside of crimea all throughout the eastern

portion of ukraine and it's not because all of these places want to be annexed by russia that they want to somehow be consumed by russia it is because they reject the illegitimate government in kiev they will not fly the flag that is representing a putsch government that has seized by force what should only be seized by a political settlement and quite frankly the notion of federalism is perhaps the only way forward i'm not sure that there's really any scenario that the russians would be pleased with outside of that possibility because quite frankly we have heard statements from the various nazi oriented opposition leaders talking about alliances with with chechen extremists and islam terrorists in the caucasus calling for attacks upon russia they've talked about seizing the russian naval fleet as absurd as that may sound all of these all of this rhetoric points to something quite striking in quite dangerous and that is that the forces who are seizing

control of the government in kiev see russia as an enemy in every way they don't see russia as a partner they don't see russia as an equal partner along with europe they see europe as merely a convenient tool of political expediency for them to wage their war against russia and also let me add against ethnic minorities inside of ukraine specifically the jewish population but also the russian speakers who don't directly identify with russia all of these groups require some kind of consideration in a future settlement and i don't see any way that anything other than some kind of a federalize system could possibly provide them that protection certainly not when the security forces are under the control of power ruby and the head of right sector and the co-founder of svoboda both. nazis you know stephen how do you how does the u.s. government in brussels get involved with these folks in care because they certainly are not seen legitimate throughout the country maybe on the mind done and
